You can use every instant skill. Ranged skills are better so you kill the mobs before other people kill them. Just chose a skill, put it into your profile and set the priority to 100+.

Fastest ingame skill is Ice Blade (elite skill from P/S)

Not faster than other skills...

Well it is.... It works as others ranged skills with no CD, but every other skill need some time to get to the target (maybe lightning doesn't -12s CD), while IB hit opponent instantly.... Thats why it is so powerful on PVP.
