I can not seem to find this skill in rombot config...
Is it not a usable skill since it relies on another skill hitting first or what?

Pretty much. With the upcomming changes, it will be possible to check for buffs/debuffs on target which will allow skills like this to be used properly.

What is the relevance of that date? And no. It will be done when it's done. There is no ETA.
