Should skill cooldown by changeable in the profile?

What do you think? Should the cooldown for a skill also be changeable in the profile?

e.g.
Rouge skill 'Shadowstab' doesn't have a cooldown. But that skill induce a 6 sec buff. And some player want to wait to expire that buff until the use shadowstab again.

I don't know if there are other examples.
