planting NPC

for some reason, I could not find the NPC for seeds above 55 my server, we are in CH 5.0.0.258X

I know that these seeds were introduced log time in EU and US servers, it must be there? but can not find any were? google were no help @@

what about planting NPC for mession to pass level 60? any one know where it is?
