I can not seem to find this skill in rombot config...
Is it not a usable skill since it relies on another skill hitting first or what?

Pretty much. With the upcomming changes, it will be possible to check for buffs/debuffs on target which will allow skills like this to be used properly.

oh i was thinking you mean the last comment with the checking of buff/debuff was coming in the big patch ... which is part of the new release of the 2 new characters for ROM
